Navrupa (Navruna sister) letter to Hon'ble Chief Justice regarding continuous date shifting of Navruna case

SUB: KIDNAPPING OF MY 12 YEAR OLD SISTER “NAVARUNA” FROM OUR OWN HOUSE AT MUZAFFARPUR, BIHAR. 9 MONTHS HAD PASSED AND SHE IS NOT RECOVERED YET AND THE  DATE OF HEARING (HEBEAS CORPUS WRIT PETITION NO. 178/2012) IS CONTINUOUSLY SHIFTING FROM 25TH FEBRUARY 2013 AND NOW AGAIN SHIFTED TO 23RD AUGUST 2013 WHICH IS TOO FAR, AS THE  LIFE OF THE GIRL IS IN DANGER AND SIR, WE CANT BUY TIME ON THIS.

Respected Sir,

This is to bring to your kind notice, that my younger sister, Navaruna Chakravartty, a student of Class VII, aged 12 years, was kidnapped from our own house by breaking the rods of window at midnight of 18th of September 2012. On detection, we immediately rushed to the local police station and lodged an FIR with them early in the morning on 19th of September, 2012. As the local police have not taken the matter seriously right from beginning. On Nov 2011, we tried to meet the Bihar’s Chief Minister but were not allowed to do so by the local police and our application was torn and destroyed by them. Lately pieces of  skeleton was planted in front of our house at Muzaffarpur on 26th  November 2012 and in the month of December, the local police, to sum up the case tried to prove the skeleton to be of my sister. They keep on insisting my parents to give blood for the DNA test, without informing us about the forensic findings either in report form or verbally, which they might have managed to their suitability.
                           Aggrieved with mental agony and befooling by local police, we then demanded the CBI probe into the case and decided not to give blood for DNA test to the local police as by that time we had already lost faith in local police. However, my parents were ready to give blood samples for DNA test to CBI or any outside agency of rapport. On a later stage the administration decided to handover the case to CID and investigation by them started afresh and after elapse of three months, forensic team came to our house and started their work. Sir, Bihar’s Police had wasted 3 precious months and later handed over the above case to CID and now the case is with the CID and they had again wasted another 6 months  in the name of their investigation without any fruitful result.

                            A Habeas Corpus Writ petition (criminal) number 178/2012 was filed by Shri Abhishek Ranjan and others in the honorable Supreme Court  for the justice to my sister and also to restore law and order in Bihar, which was called for its first hearing  on  7th of January 2013 and the honorable court was pleased to issue a summon to Union Home Secretary, Bihar Home Secretary and Bihar DGP regarding this case, returnable in only 6 week and the second date for hearing was fixed on 25th of February 2013 but later it was again shifted to 22th of April 2013 and again to 1st of July 2013 and now again shifted to 23rd August 2013, which is very far off considering the aspect of abduction of girl child as the safety and security of the kidnapped girl aged 12 year is at stack. As the life of the girl child is in danger hence Sir, please consider this case as most urgent as my sister is away from her parents for last 9 months. 

                           Sir, we are a linguistic minority at Muzaffarpur in Bihar and our safety and security is at stake there at. It is nearly nine months, my sister has been kidnapped and the police authorities are not doing anything to set her free. They are trying to save someone rather than to find the kidnapped girl. We have also approached pillar to post by meeting and communicating this shocking incident to Home Minister of India and tendered written application to President of India, Prime Minister of India, National Commission for Protection of Child Rights, National Human Rights Commission and etc. to look into the matter. Many letters were also issued from these offices to Bihar’s Chief Secretary and others but they had not responded to any of them and hence nothing has come in our way. 

                          Sir, my father is a senior citizen of this country and a heart patient too. Hence, I prey to your good self to please look into the matter on humanitarian ground and issue orders to the concerned authorities to do the needful to get my sister safely back to us at earliest. 

                          Sir, as we were deprived justice and being lured by the local administration and police, we see last ray of hope in you .Please do something for the safety of my younger sister’s life as she is in danger and the rest your honor, I leave to your wisdom and fine sense of judgement.
