                 The respondent No.2 - Union Home Minister of India  -   is
       deleted from the array of parties.
                 Issue notice to respondent Nos. 1,3 and 4 only  returnable
       in six weeks.
                 Notice to respondent No. 1   shall  be  sent  through  the
       Secretary, Ministry of Home, Government  of  India,  New  Delhi  and
       notice to State of Bihar (respondent No. 3) shall  be  sent  through
       the Secretary, Department of  Home  Affairs,  Government  of  Bihar,
       Patna.
