Despite sufficient time and opportunity having been given, the requisite report has not been received. In these circumstances, let summons be issued for the personal appearance of Director General of Police, BIhar, before the Commission on 3.5.2013 at 11:00 A.M. along with the requisite report.

Patna, March 31 (IANS) The National Human Rights Commission (NHRC) has summoned the Bihar Police chief to appear before it for failing to submit a report on a minor girl missing since Sep 18 last year.

The NHRC has asked Director General of Police Abhyanand to appear before it personally at its office in New Delhi May 3.

"Despite giving sufficient time and opportunity, the requisite report has not been received. In these circumstances, let director general of police, Bihar, personally appear before the commission on May 3 along with the requisite report," the commission said.

The 13-year-old girl was abducted from her house in Muzaffarpur district Sep 18. However, the state police have failed to make any breakthrough in the case till date.

In October last year, Abhisek Ranjan, a Delhi University law student, had filed a complaint with the NHRC in this regard, and the commission had directed Bihar Police to submit a report on the case by Dec 6.

According to officials in the state home department, despite two reminders sent subsequently to Bihar Police, the commission did not get any response on the incident.

Early this year, the investigation was handed over to the crime investigation department (CID) of Bihar Police.

Atulya Chakravorty, father of the girl, has alleged that his daughter was abducted by land mafia as he refused to give up a piece of prime land in Muzaffarpur.

A skeleton was found from a drain near Chakravorty's house. But despite a court order, Chakravorty and his wife refused to give their blood samples for a DNA test, saying the skeleton was not their daughter's.

नवरुणा अपहरण मामले में बिहार डीजीपी को सम्मन जारी

पटना: राष्ट्रीय मानवाधिकार आयोग(एनएचआरसी) ने पिछले वर्ष 18 सितंबर से लापता एक नाबालिग लड़की नवरुणा के अपहरण को लेकर राज्य के पुलिस महानिदेशक अभयानंद को नई दिल्ली स्थित आयोग के कार्यालय में 3 मई को हाजिर होने का निर्देश दिया है। एनएचआरसी ने इस घटना के बारे में शिकायत दर्ज करवाने के बाद रिपोर्ट तलब की थी, लेकिन राज्य पुलिस रिपोर्ट पेश नहीं कर सकी।

आयोग ने कहा है, "पर्याप्त समय और अवसर दिए जाने के बावजूद मांगी गई रिपोर्ट नहीं मिली है। इस परिस्थिति में बिहार के पुलिस महानिदेशक रिपोर्ट के साथ व्यक्तिगत रूप से आयोग के समक्ष हाजिर हों।"

ज्ञात हो कि राज्य के मुजफ्फरपुर जिले में 18 सितंबर को 13 वर्ष की एक लड़की का उसके घर से अपहरण कर लिया गया। इस मामले में राज्य पुलिस को कोई सुराग नहीं मिल पाया है।

पिछले वर्ष अक्टूबर में दिल्ली विश्वविद्यालय में कानून के छात्र अभिषेक रंजन ने एनएचआरसी से शिकायत की और आयोग ने उस पर बिहार पुलिस को 6 दिसंबर तक रिपोर्ट पेश करने के लिए कहा था।

राज्य के गृह विभाग के मुताबिक बिहार पुलिस को दो-दो ताकीद जारी करने के बावजूद आयोग को इस घटना के बारे में कोई जवाब नहीं दिया गया।

इस साल के शुरू में मामले की जांच बिहार पुलिस की अपराध अनुसंधान शाखा (सीआईडी) को जांच सौंप दी गई।

लड़की के पिता अतुल्य चक्रवर्ती ने आरोप लगाया है कि उनकी बेटी का भू माफियाओं ने अपहरण कर लिया है, क्योंकि उन्होंने एक कीमती जमीन का टुकड़ा बेचने से इनकार कर दिया था।

चक्रवर्ती के घर के समीप नाले से एक कंकाल पाया गया था, लेकिन अदालती आदेश के बावजूद चक्रवर्ती दंपति ने डीएनए जांच के लिए रक्त का नमूना देने से यह कहते हुए इनकार कर दिया कि यह कंकाल उनकी बेटी का नहीं है।
